Important Notice on Nucleic Acid and Anti-Body Tests "Double Negative" Requirement for Chinese and Foreign Passengers Bound for China from Uganda (2 November, 2020)

In order to reduce cross border transmission of COVID-19, starting from 8 November, 2020, all Chinese and foreign passengers who are to fly from Uganda to China will be required to take nucleic acid and IgM anti-body tests and then apply for green Health Codes with the 'HS' mark (for Chinese passengers, please refer to attachment 1) or certified Health Declaration Forms (for foreign passengers, please refer to attachment 2) before boarding the flight. The following are the specific requirements are as follows:

Ⅰ. Test Requirements

Passengers going to China via connecting flights must take nucleic acid and IgM anti-body tests in Uganda within 48 hours (calculated from the date of sample collection rather than the date of result, same below) before boarding their flight to the transit country and then take both tests again in the transit country within 48 hours before boarding the plane to China. Passengers must apply at the Chinese Embassies/Consulates in BOTH countries for green Health Codes with the "HS" mark or certified Health Declaration Forms with certificates of negative results of both tests.

Please note that all nucleic acid tests must be completed in facilities designated by Chinese Embassy in Uganda (please refer to attachment 3).

Potential passengers must choose registered facilities (please refer to attachment 4) to undertake their IgM Anti-body tests that produces reports indicating their positive/negative status of COVID-19.

II. How to apply for the Health Declaration Form (For foreign passengers only)

Foreign passengers must email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page and the signed Health Declaration Form to designated email address of the concerned Chinese Embassy/Consulates (email address of Chinese Embassy in Uganda: consulate.uga@gmail.com, please visit the website of the Chinese Embassies/Consulates in the transit country for their email addresses). 

The concerned Chinese Embassy/Consulates will, after due examination and verification, email the scanned copy of the certified Health Declaration Form back to the applicants. Foreign passengers bound for China should then print out their Health Declaration Forms and bring them to the airport. 

Please make sure to board the flight (including any connecting flights) within the validity period of the Health Declaration Form and cooperate with the staff of the airlines who checks the said Health Declaration Form.

III. Chinese Passengers Applying for Green Health Code with the 'HS' Mark

Chinese passengers must upload to the WeChat Health Code App photos of their negative nucleic acid and IgM anti-body tests results with their personal information, which will then be examined and verified by the concerned Chinese Embassy/Consulates. Then they will get the green Health Code with the 'HS' mark.

Ⅳ. Reminders:

1) All passengers intending to fly to China are requested to read through this Important Notification carefully and follow it accordingly. If you could not complete the COVID-19 nucleic acid and IgM anti-body tests and get the reports of negative result in time, or fail to obtain the green Health Code with "HS" Symbols, or fail to receive the certified Health Declaration Formit means that currently you DO NOT yet meet the relevant requirements for boarding. In such cases, you are kindly advised to reschedule your flight or make other necessary arrangements.

2)If you must go to China via connecting flights, please check the transit country's entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the green code or certified health declaration form could result in being stranded and heightened infection risks.

3) Should relevant airlines be suspected of your green Health Code with "HS" Symbols or the Health Declaration Form, they may ask you to present the original certificates of your nucleic acid and IgM Anti-body testing instead. Therefore, please always remember to carry the original certificates with you.

4) Should you provide false information or certificate, you may encounter setbacks in your journey, and might be held accountable and liable.

Please note that the Chinese Embassy in Uganda withholds the rights of interpretation for this Important Notification.
