Important Notification on Nucleic Acid Test Certificate Requirement for Chinese and Foreign Passengers Bound for China from Uganda(7 August, 2020)

 

In order to ensure the health and security of relevant international travelers and to reduce the transborder transmission risks of COVID-19, the Civil Aviation Administration, the General Administration of Customs and the Ministry of Foreign Affairs of the People's Republic of China recently issued a joint announcement requiring all China-bound passengers to present their Nucleic Acid Test Certificate for COVID-19 showing negative results before boarding on July 20th, 2020. The Chinese Embassy in Uganda hereby provides further details on the adoption of the above policies for those passengers travelling from Uganda to China, as follows:

 

1. General requirements

Starting from August 17th, 2020, all Chinese and foreign passengers taking flights bound for China from Ugandan airports (including passengers from other countries bound for China by way of Ugandan airports) are required to apply for the green Health Code (for Chinese passengers, please see attachment 1) with "HS" Symbols or Health Declaration Form (for foreign passengers, please see attachment 2) by presenting their Nucleic Acid Test Certificate for COVID-19 showing negative results. Relevant Airlines will check the Health Code or the Health Declaration Form before any passenger is allowed on board.

 

Please note that your Health Code or Health Declaration Form should not only be valid for your first flight bound for China, it must also be valid for all your subsequent transit flights that connect you to your final destination in China, otherwise you might get stuck somewhere during your journey.

 

2. Time of nucleic acid tests and testing facilities

All nucleic acid tests for COVID-19 should be completed within five (5) days (120 hours) before boarding, in facilities designated by Chinese Embassy in Uganda: Central Public Health Laboratories and Makerere University Hospital. (please see attachment 3 for more details)

 

3. How to apply for the Health Code (For Chinese passengers only)

Chinese passengers, within 24 hours upon getting their negative test results, are required to fill in their personal information, take a photo of the original report showing the negative result of their COVID-19 testing and upload them through the WeChat mini program "COVID-19 Prevention Health Code International Version". Upon verification by the Chinese Embassy in Uganda, the applicants may receive the green Health Code with "HS" Symbols.

 

Please make sure to board the flight (including any connecting flights) within the validity period of the Health Code and cooperate with the staff of the airlines who checks the said Code. You may click the following link for more information:https://hr.cs.mfa.gov.cn/help_two/help-two/hs.html.

 

4. How to apply for the Health Declaration Form (For foreign passengers only)

Foreign passengers, upon getting their negative test results, are required to send a scanned copy of the following documents to the designated email address of the Chinese Embassy in Uganda (consulate.uga@gmail.com):

1) Information page of your valid passport.

2) Certificate showing the negative result of your COVID-19 testing.

3) Health Declaration Form (filled) with your signature.

 

The Chinese Embassy in Uganda will, after due verification, send the scanned copy of the certified Health Declaration Form back to the applicants via email. The foreign passengers bound for China should then print out their Health Declaration Forms and bring it to the airport.

 

Please make sure to board the flight (including any connecting flights) within the validity period of the Health Declaration Form and cooperate with the staff of the airlines who checks the said Form.

 

5. Reminders

1) All passengers intending to fly to China are requested to read through this Important Notification carefully. If you could not complete the COVID-19 nucleic acid tests or get the report of negative result in time, or fail to obtain the green Health Code with "HS" Symbols, or fail to receive the certified Health Declaration Form, it means that currently you do not yet meet the relevant requirements for boarding. In such cases, you are kindly advised to reschedule your flight or make other necessary arrangements.

 

2) In countries where requirements of green Health Code with "HS" Symbols or the Health Declaration Forms for boarding already in place (please click the following link for an updating list of such countries: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html), both Chinese and foreign passengers will be subject to the checking of their green Health Codes with "HS" Symbols or the Health Declaration Forms by the relevant airlines, even at the airport of transit.

 

3) Should relevant airlines be suspected of your green Health Code with "HS" Symbols or the Health Declaration Form, they may ask you to present the original certifiable of your nucleic acid testing instead. Therefore, please always remember to carry the original certificate with you.

 

4) Should you provide false information or certificate, you may encounter setbacks in your journey, and might be held accountable and liable.

 

Please note that the Chinese Embassy in Uganda withholds the rights of interpretation for this Important Notification.

I. Central Public Health Laboratories (CPHL)

1.  Address: Old Butabika Road, Kampala

2. Sampling Time: 08:00-17:00 every day. Make an appointment at least 5 hours in advance.

4. Bring the passport when show up. Test result typically becomes available 24 hours after sampling.

 

 

II. Makerere University Hospital

2. Sampling Time: 10:00-15:00 every day. On an appointment basis.
